Since 1993 when Chinabecame the net petroleum importer, the oil demand and import amount havegrown rapidly, resulting in increasing external dependency. With the growinginfluence of the international petroleum market on China's economy, thedemand and supply, the temporary and partial shortage of petroleum market,the exceptional fluctuation of oil price and the political unrest become the realrisks to the oil supply of China, and will also cause danger to the nation'seconomic security. Without an increasing domestic production, thecharacteristics of the present petroleum supply-demand relation and pricecharacteristics have determined the necessity of the petroleum reserve, and thesetting-up of the petroleum reserve is extremely important to development ofnational security and guarantee of economic construction.In face of the circumstances of unsteady international situation and the short-supply energy in China, the supporting supply of petroleum resource has become an important factor guaranteeing the economic growth of China in a certain period of the future. We must proceed from national whole interests, discuss and make long-term petroleum security strategy as soon as possible, and set up the petroleum reserve system which accords with the national conditions of our country progressively.On the basis of China's practical situation, this thesis absorbing the advanced experiences of other countries is aimed to research the petroleum reserve system of China. Meanwhile, it investigates the mode, minimum scale and all kinds of specific operation system available to the petroleum reserve of China, including the type, location, resource, management system and mechanism, which enrich and deepen the present research of the petroleum reserve system of China. Suggestions are particularly proposed to support, in practice and theory, the establishment of the petroleum reserve system and petroleum security of China, in the view of resources of petroleum extraction from the situation of petroleum provide both home and abroad and the reserve scale form the analysis on the impact factors to it.
