Petroleum issue, the public focus nowadays, is of great importance to the world economic development. In order to guarantee the safety of petroleum supply, each country formulates its own petroleum policies and launches fierce competition on the international arena. As one of the earliest petroleum industry nations and one of the biggest petroleum consumers, America occupies an important position in the world's petroleum affairs, and the evolvement of its petroleum policies experiences a long process. In this process, 1970s is an important phase when both domestic and foreign petroleum policies in America changed a lot. In particular, the formulation of its strategic petroleum reserve policy has a far reaching influence on the world's petroleum issue. Therefore, this paper plans to starts with the evolvement of American petroleum policies, then to probe the background for formulating strategic petroleum reserve policy, the general situation of strategic petroleum reserve and its influences, and at last provides references for other studies on the present world's petroleum issue.
