Private enterprises show their strength and drive to people, from its stumbling beginning in the crevice of planned economy to becoming the important share of our national economy. Private enterprises welcome their spring of development with the gradual establishment of the status of nonpublic-owned economy. Private enterprises still face a lot of fierce challenges, especially in the management of the human resource, though they are in the era full of chances. Therefore, how to develop and manage the human resource sensibly and effectively becomes an important task before every private enterprise in the times when science and technology becomes the dominant factor in the development of economy and society.First, It first discusses the problems in the managers themselves, the views in employing persons, employee training, loss of employees, the construction of enterprise culture, bestirring mechanism and etc and offers the reason. Then it points the strengthening of the government of the human resource in private enterprises stares in the face.Second, the author gives some suggestion to improve the human resource management in the private enterprises. It include: establish brand new modern enterprise system in order to have a balance-check principle; improve the quantity of the owners of the enterprises; pay attention to the function of the human resources departments; set up and complete the human resources management system; cultivate the excellent enterprises culture; make a strategic orientation for the modern human resources. The human resources development and management of the enterprises whose focus is to tempt, develop, cultivate, encourage and remain talent is the key factor in building up the enterprises talent advantages and the competition.With the development of private enterprises, there will surely be greater need of capable person. To decrease the blindness and random on human resources management, private enterprise should break the constraint of private-owned concept, making a senior management system. Enterprise culture is the core spirit of an enterprise, it is the common value that employees gained during the process of work and communications. Once the common value is owned by the employees, it will be much easier to unite the thinking of the whole enterprise. Enterprise culture is playing a more and more important role in the development of the enterprises, which in turn, may promote the mortal progress of the whole society. Establish an excellent efficiency management and salary system. The general principle of the system should be justice, equity, and reasonable. It is important for an enterprise to choose a accurate strategy, and to ensure the proper implementation of the strategy is of the same importance. Enterprises also should invest more on the training and educations of employees. The competition in the 21st century is the competition between human resources. Help the employees to improve themselves will spirit up their work and finally lead to the improve of the enterprises.Third, the readers will have a general view of the development of human resources theories. You can see the statement that the human resources management which is regarded as a new opinion and a new idea is becoming into being and generally becomes the basic principle which guides the human resources management practice in the enterprises and organizations.
