Female human resources , refer to the female working population which can be gone into the socio-economic activities as productive element .Female human resources are indispensable parts of the total human resources.Because the female undertake the special functions of birth and reproduction , and the experiences that the returns of investments on female education, health, birth control are higher than the male, priority to the exploitation of female human resources are not only an important way to promote efficient production of the community ,and also the key to achieve sustainable human development. By the fifth census in 2000, there are 36288000 female persons in Heilongjiang Province ,occupied nearly half of the population in the province. However, due to many historical and practical reasons , the development of female human resources are very weak in Heilongjiang Province .Therefore, the development of female human resources not only play important role in the overall development of human resources and also is the best strategic choice that can realize sustainable development of entire province .At present, the researches on human resources of Heilongjiang Province are not enough, and taking the female human resources as the specimen is less . In this article, the author selects the fifth census data and previous statistics yearbooks of Heilongjiang Province, carries on a more detailed analysis to the female human resources and compared with the present situation of male human resources in Heilongjiang Province, analyzes the problem of the female human resources, and gives herself proposals.The main body of this paper can be divided into 5 parts. The first part is an introduction, mainly explains the research significance, the research methods and the article structure and so on. The second part is the basal theory. It mainly defines what are the human resources, what are the female human resources and what are the exploitations of human resources, analyzing the particularities of female compared to male human resources .Then, the author demonstrated the relative theories about the human resources.The third part emphatically analyzes the present conditions and characteristics of the female human resources in Heilongjiang Province, mainly inspects from two aspects, quantity and the quality .In the analysis of quantity ,mainly researches distributing of city, nationality and marital ,birth conditions . In the quality mainly makes the analysis from the state of health and the cultural quality.The fourth part points out the problem and restrictive elements during the process of female human resources in Heilongjiang Province. Comparing with the male ,the main problem of female human resources is: the capital investment is insufficient, the total quantity is low, the structure is unreasonable, the proportion of high-level talented person is low, lacking of full and the effective use. The restrictive elements are the politics, the economy, the culture, the system and the legal system and so on.The fifth part aims at the problem that exists in the process of developing female human resources in Heilongjiang Province, proposes the corresponding countermeasures. Government should enlarge investment to the female human resources, must improve the structure, meanwhile, must enhance the efficiency of female human resources.At present, the development of female human resources have already fell behind the male human resources in Heilongjiang Province , this problem has already caused many demographers, sociologists'values, we should treat the wisdom, the knowledge and the ability as the resources to excavate and raise, promoting the female health standard , education level through some kinds of forms, thus promoting their employment ability and the quality, making female positively participate in the social politics, the economy and cultural domains. Only by doing this, can the female obtain the same conditions and the opportunities with the male.
