Heilongjiang Export-orient Industry Status Evaluation Within The Framework Of Heilongjiang Silk Road

As the important strategic concept One Belt and One Road carrying out, Heilongjiang province actively cooperates with the national economic construction by carrying out the construction of Heilongjiang Silk Road. This strategy connects the north and the south and has been formally incorporated into national planning. The important part of foreign economic corridor, the strategy for the implementation of the transformation and upgrading of economic structure adjusts and brings new opportunities to Heilongjiang province.Heilongjiang province is located in the northeast of Asia, it has a long history in frequent economic exchanges with Russia?Mongolia?Japan and other northeast Asian countries.Heilongjiang Silk Road construction is an opportunity but also a challenge for Heilongjiang province's economic construction.This article obtains from the point of industry,to study how to develop the outgoing industry in Heilongjiang province's economy under the framework of Heilongjiang Silk Road.In this paper, the outgoing industry which refers to the import and export oriented, allowed economic factors to take participate into the production with the international economy industry. Starting from the construction goal of Heilongjiang Silk Road, using Analytic Hierarchy Process (AHP) construct the outgoing industry evaluation model based on three-dimensional space, explore the outgoing analysis of Heilongjiang industry current development situation. Then, using the Malmquist index analyzes the envelopment of industrial economic development condition, finding out the main factors which influenced the industrial economic development. Finally, put two kinds of analysis results together to study how to development the industry economic construction of Heilongjiang province.
