Study On Economic Development In Heilongjiang Province Based On Circular Economy Theory

Since the 20th century, the rapid development of human society has been based on the large consumption of the resources and energy with the serious environmental destroys. Under the traditional economic mode with the features of"over production, over consumption and over waste", ecological problems such as high flow rate of resource, environmental pollution, ecological damage, increasing natural disasters have become more and more obviously serious. All these problems have become the giant threat to human being.According to this continuously aggravated environmental crisis, mankind started to devote all methods to find the new solutions and relief the crisis. Since many countries created the mutual recognition on substantial development, many countries such as America, Germany and Japan have been search for the basic approach, and they put forward the conception of curricular economy.At present, the development of the circular economy has been the economic trend and one of the emphases of Chinese"Eleventh Five-Year Plan". In china, circular economy is still in starting stage. Many provinces and areas are making exploration for the most suitable and beneficial mode. Heilongjiang province, as the most important industry base after the foundation of New China, has been in the traditional economic mode of"high-pollution, high-consumption low-production". The mode of course had been restricted by the resources bottleneck and ecological environment. So we need to find the way to improve resource utilization rate, reduce the waste production.Nowadays, pressures of energy and resource supply, environmental hazards and waste management issues are outstanding in our country, so objectively it arouses reflection of the development model, calls for the change of the economic development strategy, and follows the path of sustainable development. Circular economy research probes into a range of issues, involving model of economic operation, resources, the environment, and economic and social development to explore, it has profound connotations. C...Under this background, we think that it is theoretically and realistically significant to research the relevant theory and experience and the advantages and weakness. We will study on the circular economic mode in Heilongjiang province through three stages.In the first part of the essay, we card the region, basic connotation and the features of the circular economy. Kenneth Boulding, the famous American economist, raised"universe airship theory"in his book"Consciousness of Universe Airship"In the 1960s. In the 1970s, people started to realize the limitations of end treatment, began to treat and recycle the waste. We inferred to this period as the maturing period of the theory. With the further exploration of"Ecological Environment Protection and Sustainable Development", people set out to study the front-prevention and whole process management and control of Sustainable Development, which has taken the place of end treatment to prevent the environment being damaged, control and improve the quality of the environment. We called this period as the"forming stage".Guided by the ecological laws,planned by ecological economy,designing social economic activities, different enterprises can form shared resources and industry paragenetic association. The waste made by upper production process can become the materials of the lower production process. The resources can be utilized in a comprehensive way for the purpose of reasonable allocation of resources. The substances and energies can be used permanently in a region to fulfill the clean production and harmonious development economic mode. Generally speaking, the core connotation of the circular economy includes 3R principles: reducing, reusing, and recycling. As a kind of coordinative development, circular economy differs from the traditional economy. It has its own equal features: new systematic view, economic view, value outlook, production outlook and new consumption view.The experiences of circular economy at home and abroad has been introduced and summarized in the second part. In the scale of world, many developed countries made active exploration and beneficial attempts for reference such as DSD mode in Germany, carenborg mode in Denmark,Dupont concept in America. In China,there are several provinces and regions have been trying to study the appropriate local circular economy.The"3+1"circular economy in Liaoning Province and the national industrial ecology area in Baotou provide practical experiences for Heilongjiang Province. The enlightenments are to establish and perfect economy regulations, set up relevant policies, form the suitable economic mode, take new technology and new equipment as serious and apply them to circular economic development. Meanwhile, governments, enterprises, intermediary organization and all citizens should participate in the construction of the new economic mode.In the third part of the essay, we analyze and study on the economic problems occurred in Heilongjiang Province. Firstly,we made SWOT analysis on the economic development in Heilongjiang Province. We talked about the strength, that is, national environment,economic basis, and talented people in the technology field. On the other hand,we meet with many obstacles such as ideas, laws and regulations, mechanisms, organization administration, and new technology. At the same time, there still exist many opportunities in strategy, finance, experiences and the development of"Harbin-Daqing-Qiqihar"economic zone and the cooperation between China and Russia in oil and gas. And nowadays many economic problems still threaten the original development such as energy crisis, industrial pollution, out-fashioned basic facilities and the poor execution of the policies.Secondly, we raise the strategic conception in Heilongjiang Province. The first step is to identify the whole conception and strategic objects, and then suggest establishing circular industrial system, including circular industry, circular agriculture, and circular services. At last, we raise the constructive measures on circular economy, such as enlarging propaganda and education, encouraging public participation, setting up law system, adjusting industrial structure, building demonstration city, strengthening the supporting system of technology, pushing forward stimulations of marketing and principles.At last, developing circular economy in Heilongjiang Province has become the promising trend, and resolve a contradiction between economic development and the environment. In the circular economy, we should make full use of the advantages, exert advantages, construct circular economy industrial system and at last we will find a mode with local features. There is still a long time to go, on the study about circular economy in Heilongjiang Province. We made a junior study on Heilongjiang from the light place, and they need the guide and further research on specific tactics about circular economy.
