A Study On The Evaluation Of Implementation Of General Land Use Planning In Jiangsu Province

The general land use planning currently carries on the most important legal basis of the land use management in our country, which can make land use regulation in the institutional and legal system. However, many problems appeared in the implementation process in different levels of general land use planing. In the basis of the analysis of domestic and international research progress of the study on evaluation of Implementation of land use planning,the paper uses qualitative and quantitative methods to evalue the implementation of general land use planning (1997-2010) in Jiangsu Province. It have appraised implementation effect of the plan from overall and region angles, analyse major causes which lead problems in the process of plan implementation. Then, suggestions are proposed for the reestablishment and reform of the general land use planning in Jiangsu Province.Ultimately,by studying this specific case references are providesd for the implementation of management reform in provincial land use planning.The paper is mainly divided into five parts:Part I Introduction. Beginning with the development of land use planning and actual condition of land use in our country,the paper points out that it is necessary to study the implementation of general land use planning from different levels and different regions. The practice and theoritial significance of the study is elaborated in this part. At last, the systemic frame info of this paper is generalized.Part II Progress of domestic and international research and theory basis. Progress of study on evaluation of implementation of land use planning in our or foreign country and research rationale is summaried to elaborate the theoritical and practice foundation of the research mentality and the method in this paper.Part III The evaluation of implementation of general land use planning in Jiangsu province. After introducing the present situation and charater of land use in Jiangsu province,the implementation of the plan is evalued from overall and region angles separately using the check ananlysis and the analytic hierarchy process. Believed that ,from overall ,the result of implementation of the plan is quite inconsisted with the goal of the plan,promiently in the farming protection,the quantity of the land for agricultural use,the quantity of the land for building,and the structure of land use. And the management measure doesn't work effectively. From different regions,each city has problems in implementation of the plan. The execution effect is inconsistent with the plan goal in every city too. The management measue doesn't match the actual effect of the plan execution. The relationship between the result of implementation of the plan is incorrelation.Part IV The analyse to major influencing factors of implementation of the plan. We can find the reasons of the problems in the plan implementation by analying the influencing factors from economic, technical or institutional aspects. The existing data materials grasped,the method of plan establishment and basic research on planning determine whether the plan is scientific. The ability and the effectiveness of plan regulation is restrained by macroscopic economic environment change, the economical scale and structure. The land property rights,land marker,land management system work ability of the plan.Part V Suggestions for reform of the plan management and establishment of general land use planning in Jiangsu province. On analying the necessities of Establishment of the plan,some suggestion are put forward in establishment of the general land use planning in Jiangsu province. Then the paper also gives some advise for the plan management reform from five aspects:the system of the planning, the institution of plan management and related system.
