Evaluation On The Implementation Of General Land Use Planning In Lanzhou City

General land use planning for 1997-2010 has exerted a profound influence in the land management since it has been bring into effect. But there are many new questions and situations in its practice. The Ministry of Territory and Resource made the request that the system of evaluation of implementation of general land use planning should be set up in the next practice of mending of land use planning and it is the precondition for the mending. Evaluation of implementation of land use planning could analyze the effect of the implementation, promote to carry out the target, assignment and policies of planning, enhance the effect of implementation, bring forward countermeasures for planning mending and make it the base for mending and management.In this paper, ?The general land use planning of Lanzhou city from 1997 to 2010? was taken as a case. Materials, such as society, economy, population in Lanzhou statistical yearbook as well as the monographic study of the Lanzhou general land use planning, were utilized to evaluate the implementation of the general land use planning last time.The results showed as following:(1)Evaluation on the implementation of general land use planning in Lanzhou city at this time is 82.83, it show is that the implementation of every index highly assort with the its benefits in society, economy and ecology and finally promotes the socioeconomic development.(2)In the implementation of planning control index, the total amount of cultivated land and basic farmland are not realize; non-agricultural construction purposes to land, comprehensive exploitation and utilization of land ,construction land and the ecological conversion of the arable land are better.(3)The planning at last time has problem as following:Firstly, planning goal of the total amount of cultivated land and basic farmland are not in accord with the facts. Secondly, the index of the distribution of land used and costruction land were not reasonable. Thirdly, the public participation of planning need further enhanced. At last, the management and Implementation and planning lack dynamic characteristics. (4)The suggestion on general land use planning revision and management of planning implementation. In the first place, the scientificity of the planning compilation should be improved. In the second place, the mechanism on monitoring and feedback of land use planning implementation should be established. And then, the land planning information system based on 3S technique should be established so as to realize the real-time management and monitoring. Finally, the research on economic improvement and industrial structure should be enforced so as to ensure reasonable land needs in the west.
