An Empirical Study On The Evaluation Of Implementation Of General Land Use Planning

It'll directly influence and determine the planning's function and position what and how it operates for economic & social developing and ecological environment's improving. The evaluation of implementation of the planning can test its course and result, which may help to suggest how to revise planning and design relevant policies.The study aims at searching and innovating the idea and method of the evaluation, through learning the theories, methods and policies about land use planning. On the other hand, the study can suggest constructively how to modify the general land use planning and strengthen planning management.Firstly, when author comprehensively evaluates the implementation of XinJiang general land use planning, based on sustainable development theory, system engineering theory and relevant polices in China, the analytic approaches of contrast and cause-effect are used in the article. It has evaluated the effect of many economic & social factors, such as population, economy, urbanization and policy, etc., on land utilization. It has evaluated the realization degree of planning objectives from three lays, the performance of five facet relevant policies, and the public perceiving degree of planning. By evaluating, author concludes that whole situation of the implementation of XinJiang general land use planning is good but several targets and part content need be adjusted. Secondly, the benefit of the implementation of XinJiang general land use planning is evaluated by fuzzy comprehensive evaluation with"improvement degree of index (IDI)"in the article. By evaluating, the planning is thought to have gained a lot of economic benefit, some social and ecological benefit, and much comprehensive benefit. In addition, several advices about revising new planning are suggested, based on above conclusions and domestic & international relevant achievements.
