On The Non-public Economic Policy Performance

Recently, the non-public economy in our country has been developing rapidly. Some notion suggested by the state council on encouraging and guiding the development of the non-public economy i.e. private economy"(the 36th term of the non-public) was issued in 2005. It is an important document to carry through the constitution spirit and promote the execution of the constitution. There has been a long time for the state council to issue"the 36th term of the non-public". The effect, however, is different in different regions. Why the policy performance carried out in different areas is different? What kinds of factors lead to those differences? It is worth and meaningful for theory and realism to point out the different policy performance of"the 36th term of the non-public"in different areas. Furthermore, It is also helpful to deepen the innovation of private economic system and promote the development of private economy.This paper includes six chapters. Section 1, reviews and summarizes the literatures. Section 2, shows the basic research frame and the methodology. Section 3, discusses the theory. Investigate the non-public economic performance focused on the some special aspects, i.e. the relationship among the system performance, central government and local government. Section 4, study the main factors and reasons which affect the fulfillment of"the 36th term of the non-public". Section 5, builds the data model to research the non-public economic performance in Zhejiang and Sichuan provinces.
