| Set up formally since 1986, unemployment insurance system of our country has played a positive role in many aspects; safeguarded the social stability. The insurance work of unemployment gets tremendous development. However, as the economic system reform paces of our country are being accelerated constantly, the economic restructuring pushes into the depth, the total amount unemployed people is increased severely at present, the rate of unemployment rises year by year, the current unemployment insurance system exposes all sorts of questions that can't meet the demand. Face such tendency and pressure, as a formal system arrangement of our country, the responsibility of unemployment insurance is weightier than Mount Tai. This thesis is the introspection to the unemployment insurance system of our country. Combining the development of the unemployment insurance system and development of foreign unemployment insurance system, the principles & the goals of the unemployment insurance system of our country have been scrutinized again. This thesis is divided into four parts and carried on research; the main content is as follows:This thesis proceeds with unemployment theory economically in the west in chapter one at first, analyzes the mechanism and the background that the unemployment insurance system operate, carries on the simple introduction to the research results of the unemployment insurance of foreign countries. Then I introduced the research progress of the unemployment with domestic insurance. Considering that the reality of our country the author thinks that we should not abolish the unemployment insurance system at present. Combining the insurance theory survey of the domestic and international unemployment, this chapter has defined the unemployment insurance theoretically from three respects of meaning, characteristics and function of the unemployment insurance separately.On this basis, this thesis has carried on brief retrospect on the setting-up and the development of the domestic and international unemployment insurance system in chapter two. It has explained the forming of the unemployment insurance system and general course of development at first & has gone through following several stages from scratch in unemployment insurance: Solve the problem of unemployment by way of relieving charitably;solve the unemployment and poor problems cause by way of helping each other spontaneously;the government make the unemployment insurance system in order to solve the problem of unemployment. For the research convenient, this thesis goes on to define the concept of unemployment, make simple introduction of world main unemployment insurance types. Then I reviews the development of the unemployment insurance system of our country.The unemployment insurance is the important component in the social security system of our country. As a kind of important social security system, its power to effect stability of the economic order of society and politics can't be ignored. As stated in preceding paragraphs, the unemployment insurance system of our country was set up since 1986, it played a positive role in order to deepen the economic system reform, bring about an advance in economy and keep the social stability; But some problems still exist at the same time. So it is imperative to reform the existing unemployment insurance system. But in order to make the reform go on smoothly, we must establish a correct goal and scientific principle, the reform measure so taken could be pointed, feasible. So has mainly combined the actual conditions of our country and explained goal and principle that the unemployment insurance system reform of our country should be followed in chapter three of this text. The principle of the unemployment insurance system reform of our country mainly has a mandatory principle, social principle, efficiency with fair unified principle, appropriate principle, right, obligation reciprocal principle, promote employment principle.Chapter four of this thesis has two parts. Part one Have mainly introduced the basic methods of the unemployment insurance systems of U.S.A., Germany, Sweden, summarize the experiences and lessons from them, I think our country can draw lessons from methods of unemployment insurance coverage, unemployment insured fund. Part two have carried on the discussion to the necessity of the unemployment insurance system reform of our country at first; On the foundation of analyzing about the problem of unemployment of our country, utilize the modern unemployment insurance mechanism to investigate the unemployment system of our country, analyze the thinking of current unemployment insurance system of our country reforms, further offer some suggestions for completion of the unemployment insurance mechanism of our country. |
