After the adoption of Opening and Reform Policy, China has attracted a lot of Foreign Direct Investment. So far, China has become one of the most alluring countries for FDI. Among the developing countries, China has accumulated the most FDI, though the influence of FDI on China economy has remained as a disputed question. Over 15% of the FDI in china have been invested in the electronics and information industry. The development of electronics and information industry in china closely relate to FDI, from 2003, the scale of electronics and information in china had already exceeded the scale of electronics and information in Japan, and is on a good wicket. To consider the influences of FDI from Industry level, can be more concrete and persuasive than doing that from the macroeconomic level. By examining the influences of FDI on the international competitiveness of China electronics and information industry, we can make the answer of the question"what influences dose the FDI have on China economy"clearer. This article includes 6 parts.The foreword is the first part. It introduces the background, theme, signification, basic disciplines, analytical approaches, main idea and structure of this article. As a backdrop, the function of foreword is helping to give elementary impression of the article.The second part of this thesis introduces the definition, characteristics and current development of electronics and information industry in China. The electronics and information industry which is Hi-tech and backbone Industry in China, has great significance for the modernization of national economy and defense security. On the analysis, this article comes to the conclusion that the development and problem of the electronics and information industry in china both closely relates to FDI. So, the research he influences of FDI on the international competitiveness of China electronics and information industry is necessary. The third part summarizes and coordinates actual theories on the international competitiveness along developing venation. From the literature, this article comes to the conclusion that there are a lot of influence factor which influence international competitiveness, and the actual theories have universality. The forth part founds the international competitiveness influence factor chart to electronics and information industry in china on the base of coordinating the actual theories and integratively considering the characteristics of china's electronics and information industry, the current problem of china's electronics and information industry and the correlativity to FDI.On the influence factor chart,this article researches that how FDI influence each factor which is formed by 2 aspects: macroscopical aspect and cooperation core aspect. Macroscopical aspect include product element, domestic requirement, correlative industry and the concentrate degree, while cooperation core aspect include technology level, independent research ability and export ability. The conclusion is that FDI have both advantage and disadvantage to electronic and information industry in china. The advantaged diathesis is every factor of macroscopical aspect and export ability, while the disadvantaged diathesis incarnates technology level, independent research ability.The fifth part of this thesis tests the conclusions drawn using some econometrical model. The hypothesis of this model is that the outward development strategy has promoted the technological progress of China electronics and information industry. The dependent variable of the model is all-member labor productivity that can measure technological progress. The independent variables are the export amount of electronics and information industry and the amount of yearly FDI inflow. The result of regression has shown that the there is significantly positive correlation between the inflow of FDI and the technological progress of China electronics and information Industry, while the inflow of FDI has boosted the exports of China electronics and information products.In the last part, the thesis has drawn the conclusion that FDI has really promoted the enlargement of industrial scale, the industrial cluster and the export competitiveness of China electronics and information Industry to a considerable extent. With some limitations and constraints, FDI can promote the technological progress through technology transfer and technology spillover; but FDI has no notable influences on the enhancement of technological innovation and the acquisition of self-owned intellectual property rights ability. Innovation ability and self-owned intellectual property rights are the crucial factors to gain competitiveness in international competition. This indicates that to support the development of China electronics and information industry based on FDI cannot guarantee the competitiveness in the fierce international competition in the long run at all. Electronics and information industry is representative, which means that FDI may not be able to promote all industries in China to gain and maintain competitiveness and to get intellectual property rights. This conclusion compels us to reconsider the"market for technology"policy adopted We can only gain and maintain competitiveness in the long run by utilizing our comparative advantage while fostering the innovation ability of national enterprises.The innovation and Main contribution of this article is that it gathers all kinds of data resources and protracts the Marketing share, NTB, RCA and TFP of China's electronic and information industry from 1995 to 2005; it researches the relationship between the international competitiveness and FDI, not only between technology and FDI;it testes the relationship between technology transfer and FDI using a econometrical model; it found the international competitiveness influence factor chart to electronics and information industry in china; in allusion to the low technology level and independent research ability, it brings forward appropriate suggests including the direction ideas, the mode of FDI and the mode of tax.
