ERP (Enterprise Resource Planning) was firstly suggested by American Gartner Group Inc. in 90s. Based on the traditional enterprise information system, it provides an advanced management tool and methodology to improve management quality and competition advantages. The objective of ERP is to manage and optimism whole resources involving HR (Human Resource), finance, logistics, information, and time etc. By doing this, enterprises will largely use potential to cooperate cross departments and focus on market well, and the competition advantages can be raised.When facing the great opportunity and challenge of WTO, many Chinese companies have realized the importance of applying management tools and advanced methodology to improve the competition advantages. However, a lot of ERP projects failed or are suffering in trouble. The reasons of this have been researched, including the quality of top managers, manager's implementation ability, staff quality, organizational culture, and accuracy of original data, etc, all of which can be regarded as ERP implementation capability. As a result, if the enterprises lack the sound realization of ERP implementation, and then make the wrong decision to apply it, the ERP projects will suffer or fail in a large degree.When consider the significant risks of ERP implementation and its negative impacts, it is becoming a controversy making organization hesitant or even against it. As a result, the main purpose of this research is to establish an ERP pre-implement evaluate system, which helps organization do a comprehensive research and make right decisions. In addition to, it can largely handle possible risks at the very early stage of the ERP projects.According to recent research, most of them concentrated on ERP successful factors which are evaluated individually to figure out the overall impacts without considering organizational culture, company structure and industry background etc. Moreover, those methods are so-called after-implementation evaluation, so the decision before implementation is still difficult. As a result, by running a successful ERP project, the pre-implementation evaluation is important and will have a positive influence on the enterprises when integrating it with organizational culture and industry background.This dissertation can be regarded as a new method based on traditional research, which suggests an original ERP pre-implementation evaluation system. Meanwhile, focusing on the pre-implement decision, the author suggests a quantitative method helping top managers make the right decision when facing the'if'confusion.In chapter 1, it suggests the basic principle of ERP and its situation in China, as well as the research objective. In chapter 2, it will review the current research and its advantages. In chapter 3, a qualitative study will be shown from five aspects, including cost, management, human resource, organizational culture and industry background, to illustrate their internal relationship. Chapter 4 will establish a pre-implementation evaluation model based on chapter 3's results, providing a detailed process and method. Finally, in chapter 5, the author will suggest the case studying of Shandong Ajiao Group in the new evaluation model.
