The Exploration Of The Rural Social Endowment Insurance System Against A Background Of An Aging Population

Nowadays, the aging of population is sweeping our country. How to deal with this problem will affect our country's general situation of construction. Through many years of practice and reform, our country has initially formed the basic framework of the rural social endowment insurance system, but it is far from perfect. To solve the problems brought by the upsurge of an aging population in the 30s of this century, a new rural social endowment insurance system which adapts to the demands of the market economy should be set up according to the fundamental realities of our country.Our country has implemented the rural social endowment insurance policy for more than ten years.In this thesis the writer first looks back on the course of the implementation, then summarizes practical experience based on it and theoretical materials and analyzes the unsolved problems, such as the deficiency of normal legal safeguards, the small insurance range, the imbalance of area development, the low security level, the lack of sociality and the management of funds etc.. And accordingly the writer puts forward his line of thinking on the rural social endowment insurance system.When thinking about the design of the rural social endowment insurance system, the writer points out that the system construction should proceed in two phases. First, in the near future, considering the fact of classification of peasants and areas, different measures should be taken to solve these problems. Second, in the long term, the urban social endowment insurance system and the rural social endowment insurance system need to be integrated. What's more, the old-age pension provided by the government should be expanded to the rural areas and it may become a security project shared by all people. Based on the analysis, the writer brings forth suggestions and measures on the raising and management of pension funds.In the end, taking the difficulties and complexity of the rural social endowment insurance system into consideration, the writer puts forward the principles and ways that should be followed in the course of system construction.
