There is a large population ,which means a large amount of labor resource available to develop and use in our country, but in fact, a great number of laborers undeveloped or underdeveloped are in rural society. This part is always called surplus rural laborers and how to develop this part of resource is a problem paid much attention by the whole society. In the long time practice, it is realized that developing the vocational education training and speeding up the transfer of rural surplus laborers is an effective method to promote the development of our economy and society. From the 1990s, the Party and country has been paying high attention to the development of vocational education, and in the 17th Party Congress in 2007, a policy was raised again to give priority to the development of education, build powerful country of human resource, speed up the employment training of the rural surplus laborers's transfer, construct a unified and standard human resource market, form the system of equal employment for the rural and urban laborers, improve and fulfill the policy for peasant workers, defend the laborers'rights and interests according to law. It is the great importance for improving the development of rural economy and society, plan rural and urban economy as a whole, construct new socialist countryside, get the full realization of a well-off society to analyze and study the construction status of rural surplus labor's vocational education training, go deeper into the direction and access to the development of rural surplus laborers'vocational education training base.In this article, the rural surplus labor's vocational education training is used as a topic which not only suits for the fact that the rural laborers are surplus and urgent to transfer, but also is suitable to the social development requirements for our country to construct a harmonious society and speed up the urbanization process.The rural surplus labor's vocational education training is not only related to the transfer ,aftercare and employment of rural labor , but also This subject not only involves the relocation and employment for rural workers but also concerns the development course of education in our country. Moreover, this is a heated subject of discussion. The construction of vocational training centers for rural labor is one of strategies for building up the regional center of economic development and an important measure for the improvement of synthesized competitiveness of city This question deserves attention of every governmental agency, company and school. In general, the whole society should pay close attention to this issue. Standing on the basic situation of Handan's vocational education, in this article , the theoretical analysis is a foundation for this study and empirical analysis is the main point of it. During the process of empirical analysis, the author of the article emphasizes the application of such quantitative analysis methods as statistical analysis and quantitative analysis to analyze the quality of rural labor, the surplus rural labor and the concept of vocational education related to each other. And according to this, taking Handan as investigation object, the author explains the number and structure of rural workers in Handan, the present situation in the construction of vocational training for rural labor in Handan, and raises the strategies and suggestion for the construction of the vocational training base.
