Studies Of Development And Utilization Of Agricultural Scientific And Technical Talent Resources In Gansu Province

The competition between national comprehensive strength, agricultural produce and market is, in essence, is the competition between talent, moreover, scientific and technical talent also ploys an important role in promoting the traditional agriculture to the modern one. At present, it is soundly believed that the issue of rural areas is the key problem to the tri-agriculture issue, whereas the very enhancement of formers' quality and the development and utilization of agriculture talent resources are the fundamental solutions to the issue of the rural areas. There exists human resource (advantage) rather than talent resource advantage in Gansu Province.It expounds strengthening the reconstruction and deepening the reform of rural areas, topping the latent advantageous resources, implementing the strategies of promoting agriculture by means of education and science, increasing the anti-poverty companies as well as achieving complete peace and happiness of rural areas in this thesis. It also elaborates on implementing the leap development model, adapting the development of global economy, overcoming the hindrance of scarcity in agricultural human resources and the necessity of harmonious development between rural and urban areas and it points out enhancing the development and utilization of agricultural scientific and technical talent is essential to the development of rural areas in Gansu.Based on the principles of resource economics and management, the thesis analyses the gross amount of agri-talent in Gansu, industrial structure, structure of age and expertise as well as the regional distribution of agri-talent in a comparatively sample analytic approach. Using positive and normative analytic approach, it explains the education level of rural labor force and the achievement of scientific research in agriculture field. Aiming at the reconstruction of harmonious rural areas and socialist new rural areas, the thesis points out the difficult and most important points in developing and utilizing the age-talent rescores in Gansu.i. Promoting the whole quality of rural residents and the labor force; ii. Improving the originality of advanced agricultural scientific and technical talent; iii increasing the scientific knowledge of those engaging in agricultural production; iv. Speeding up efficient recycling of the market in developing and utilizing of agri-talent resources through perfecting talent market. The tress advocates making perfect talent incentive mechanism, establishing the reasonable originality atmosphere, building talent training bases, speeding up constructing the agri-talent with cross-discipline, increasing the reform of agri-cultural academies into enterprises, stimulating the originality and establishing the edulational,training and market system involving agricultural science and technology talent to meet the development of economy and society.
