Performance management plays an important role in the strategic management of enterprise. There are many different methods in theory and practice areas. Balanced Scorecard is a brand new, widely recognized management concept and methods. It is not only a good organization performance measurement systems and tools, but also to build a bridge between theory and practice of performance management. Performance management and strategic management in enterprises would play an important role.This paper discussed the theory, basic contents and methods of performance management and the history, the contents and principles of the Balanced Scorecard (BSC) theory and how to construct a Balanced Scorecard in an enterprise. The important things when to built the BSC in a enterprises were installed on the target system, formed the Balanced Scorecard team, selection and weighting the Key performance indicators (KPI), evaluation methods and the choice of tools and staff training and communication link analysis and designed to explore ways of using the balanced scorecard performance management system. We have worked on the performance management of Jiayi oral Ltd. through staff surveys and analysis, which conducted a series of studies assessment and analysis of its performance management system and the problems that exist. Jiayi's balanced scorecard approached to the use of the performance management strategy which designed a new performance management system. The case studies how to summarize and evaluate the theory and method of construction using the balanced scorecard performance management system, The practice and theory of the Balanced Scorecard to provide some ideas to useness and reference.
