With the coming of global economic integration and the era of knowledge economy, human resources have been more and more important than material resources, financial resources and information resources. Human resources are regards as strategic resources to obtain the advantage of competition among enterprises.To meet the requirements of variable external environment and human resources envelopment, human resources tactic are long programmatic layout based on enveloping target of enterprise and expectation of staff, and must correspond with enveloping target of enterprise.Jinche company is a key enterprise with a history of forty years on developing and producing railway wagon components in China, and is a integrative group holding several industrial entities. In order to enhance market competition, it is important to make a human resource tactic of Jinche company after a deep study of its human resource management.This paper puts forward some questions existing in the strategic management about the human resources of Jinche company, through the analysis to the situation and characteristic of Jinche's manpower resources. This paper has adopted SWOT analyzing, core competing capacity analyzing and some other tools, analyzed and demonstrated the opportunities and threat, advantages and disadvantages, core competing capacity, which Jinche company has faced. It puts forward that Jinche company should select the following strategies: a normal managing strategy of keeping ahead in total cost, enterprise developing strategy of centralized growing, the developing strategy in total of enterprise culture strategy which taking the human as the basic, and according to the strategy in total of Jinche company, it has designed the strategy frame of the human resources as concept leading to steering, to inputting the enterprise culture, the optimizing of human resources management system, which would be matched with them.
