One of the enterprise development's keys is the full development of using human resources. The human resources strategic research and practice operation have obtained considerable development in overseas enterprise, but is still at initial stage in civil enterprise. International competition force and the biological drugs manufacture profession rapid growth, has the new request to the biological enterprise's human resources constitution. The enterprise should develop the human resources to greet to the front challenge and the opportunity.First, this article proposes that present paper's research background, elaborates the question which must study and the significance of the research, introduces this article research mentality and the research content, elaborates correlation theories with human resources strategy.Next, this article analysis human resources environment outside and internal the company. Analysis intrinsic request to human resources with biology drugs manufacture market development, influence of national biology industry "ELEVEN FIVE" plan factors and so on, prompts opportunity and threat which the environmental variation brings.
