The Study On Developing Countermeasure To The Agricultural Mechanization In Jiangsu Under The Practice Of 《Promotion Law Of A.M.》

Promotion Law of A.M. is the first national law and also a milestore in the history ofagricultural mechanization in our country, it has also the made mechanization of thenational agriculture to legalization. Our country has established the law to encourage andsupport the development of agricultural mechanization, and confirmed that agriculturalmechanization should be developed under the condition of many people with less land, thushas ended the argument about whether agricultural mechanization should be developed andlaid a legal foundation and provided good environment for agricultural mechanization'shealthy development.According to the general situation of agricultural mechanization development inJiangsu province, by researching and comparing the present situation of agriculturalmechanization in developed country, combining with the enforcement of Promotion Law ofA.M., this article put forward the developing countermeasures so as to provide reference foragricultural mechanization's development policy decision.The research content of the article includes: By researching the present developingsituation of agricultural mechanization in main developed countries, made a conclusion thatagricultural productivity's increase in developed countries was due to agriculturalmanufacture's mechanization and intensivism, high beneficial mechanical agriculture wasdue to agriculture production epoch-making change in 20th; researched the overseasagricultural mechanization legal framework construction, combining with the study ofthe legislation background, legislation spirit and significance of Promotion Law of A.M.,made a conclusion that Promotion Law of A.M. has made mechanization of the nationalagriculture to legalization, it would lay the legal foundation and provide good developmentenvironment for agricultural mechanization's healthy development; researched the presentdevelopment situation in Jiangsu province.Agricultural mechanization development in Jiangsu province has obtained great achievement, but it also exists lots of problems. This article researched favorableenvironment and unfavorable factors of agricultural mechanization development inJiangsu province, combining with the enforcement of Promotion Law of A.M., putforward countermeasures of agricultural mechanization development in Jiangsu province asthe following: pushing on rice production mechanization; strengthening and increasingwheat production mechanization; breaking through rape production mechanization;importing mechanized technology and implements used in exploit corn's main productionlink; quickening developing mechanization of special economic crop, hilly afforested,livestock breeding and fishery and installation agricultural production; demonstrating andspreading agricultural abandoned material's mechanization multiple use and otheragricultural mechanization technology used in ecology, environment protection and so on;exploring development way of agricultural products mechanization's treatment afterproduction; strengthening the construction of "four big system", that is, agriculturalmachinery spreading service, agricultural machinery safety production, agriculturalmechanization information and agricultural mechanization standard.
