Analyse Installing Methods Of Land-lost Farmers In Cuipin District Yibin City

Chinese practice of reform and opening-up improves that industrialization and urbanization is the basic way of resolving the problem of "three-agriculture" . Since China carried out reform and open policy , the new heavy wave of industrialization and urbanization has been raised on the old land of China which changed the mode of production and the mode of farmers' living that had been kept for several hundred years . Large number of farmers have been removed from the land while a new social group , land-lost farmers, is expanding rapidly . This condition is special serious at rural and fringe of the big and medium-sized cities . In this paper, the location of Cuipin Distract in Yibin City, urban expansion and the key construction projects over the Suburb , Suburban rural population density is the largest region , and the per capita land is often only five subdivision . After the land used by coutry, not all farmers in urban arrangements are relatively stable . Land-lost farmers have no way to farm again , When the land compensation costs worn out, the basic living becomes the question to Land-lost farmers . Farms , who have just lost the land which means base line for survival, want to be installed reasonally to sustain the living in the future but alwaysfelt upset. They are in minority status , lacking help ness and support . Numbers of farmers had come down to the condition of "no Land to cultivate , no post , no the minimum living standard security". So the situation becomes a serious problem again which has great effect on economy ,society and policy and so on . Many of urgent and serious problems need to be resolved for this new social group to protect their legal right. Thus, how to settle the problem of installing land-lost farmers properly , solving their living way and social security is great important meaning for insuring social stability , improving develepment of the industrialization and urbanization .The article use a series of theories and approaches from "soft science" , changing function research , manipulate reseach and tactics research into structure research, mechanism research and strategy research , going from experience layer up to theory layer , guarded by rationality , try to solve actual problems scientifically credibly and accurately.The theory of public choice was adopted in this paper as main theoretical tool to analyze the problem of lost-land peasant in Cuipin district of Yibin City . The research method adopted in this paper is consisted of combination data and investigation , qualitative analysis and quantitative analysis , theory and practice , the research approaches of macroscopic and microcosmic, literature research, investigation research, comparison analysis, data induction analysis, diagrammatic analysis and so on. The essentiality of problem and source resulted were analyzed deeply from the view of theory. Proposed : to the perfect currency, market-oriented land requisition resettlement system, and gradually,the paper established a new model ." house services,financial compensation, employment services. Social Security " the Fourity primarily,"plays a main role in new model while the land for the relocation, resettlement shares dividends, physical placement, rent housing" are important supplement for it.
