Policy Study On Installing Land-lost Farmers In Suburb

China's practice of reform and opening-up improves that industrialization and urbanization is the basic way of resolving the problem of "three-agriculture". Since China carried out reform and open policy, the new heavy wave of industrialization and urbanization has been raised at the old land of China which changed the mode of production at land and the mode of life of farmers that had been kept for several hundred years. Large number of farmers have been removed from the land while a new social group, land-lost farmers, expanded rapidly. This condition is special serious at rural and fringe of the big and medium-sized cities. Farms who just lost the land which means base line for survival want to be installed reasonally to sustain the living in the future but always feel upset. They are in minority status, lacking help ness and support. Numbers of farmers had come down to the condition of "no land to cultivate, no post, no the minimum living standard security". Many of urgent and serious problems need to be resolved for the new social group to protect their legal right and how to settle the problem of installing land-lost farmers properly, their living way and social security is great important meaning for insuring social stability.This article analyzes inadequacy of the present installing policy on land-lost farmers, the problem of this policy's value orientation and shortcomings of three legal installing methods which incure the heavy social risk, economic interests loss and defect of social security to farmers etc and points out that installing policy after land expropriation should not be simply regarded as pay compensation or replace previous asset. Thought of this policy should be more broadening in order to let the person who lost land rebuild productive forces and improve their living standard. At the same time, the article benefits the helpful experience of western countries' installing policy and raise the advice and suggestion that we should follow the classification & gradually propelling principle and innovate the present installing policy on land-lost farmers. We should establish social security system for land-lost farmers, installing system of keeping land, innovation system of shareholding cooperation and innovation system for re-employment, reduce the rate of land non-agricultural so as to protect legal right of farmers faithfully.
