Research On Institutions Of Soccial Security For Land-Lost Farmers In Suburban Areas

With the rapid development of economy and the fast processes of industrialization and urbanization in our country, the number and the speed of the farmland turning into the urban construction land by taking over for public use, have been continuously on the increase. To promote the development of the economy, some local governments adopt several different approaches to take over farmers' land, which still can't prevent the lands from illegal occupation, and set the farmers free from their worries effectively. Therefore, quite a few social contradictions are initiated, which further draws much concern on the problem of the land-lost farmers. By investigating the development of land taking-over system at home and abroad, the author attempted to throw light on the essence of the social security of land-lost fanners in the new context Meanwhile, by surveying and analyzing the conditions of and the reasons for the problem of land-lost fanners in Longwan District, the author attempted to find out the solutions to the present problem for the land-lost farmers in the suburbs, so that it can promote the continuous, sound and stable development of our social economy.This article mainly adopted the methods of questionnaires, comparison and contrast, and interviews to carry out the research. The full text is divided into five parts altogether. Chapter One is "Introduction"; Chapter Two investigated the development of the social security system for land-lost farmers in Longwan District; Chapter Three analysed the current situation of land-lost farmer placement in the district; Chapter Four put forward the strategies of constructing the social security system for those land-lost farmers. Through the study, the author believes that under the condition of the market economy, rural collectives' and farmers' income is being reduced in the process of non-agriculturalization of the farm-land, while the income of the government and the land-users is being increased. Besides, land-lost farmers losing job, low compensation standards, the unfair distribution of land income, as well as unstable compensation policy and single way of compensation primarily leads to the problem of land-lost farmers. Therefore, in order to resolve the issue of social security of land-lost farmers, it should be the first to solve the employment problems of peasants, taking into account the long-term protection for their livelihood. Land-lost farmers in the most immediate concern that the labor and employment issues, the focus should be on the employment of farmers lost their land to strengthen the support and guidance, promote their employment. At the same time, worries that the long-term interests should be strengthened to guide and regulate the monetary resettlement benefits of convergence with the market, and moving left to the resettlement village collective economy and regulate the village collective economy, the social security system should be enforced resettlement of four portfolio should also be flexible, voluntary choice by the peasants, to eliminate hidden dangers of social instability.
