The Establishment Of S0Cial Security System For Lost-Land Farmers During Fast Urbanization

Urbanization is the only way of economic and social development. It is a comprehensive reflection of the degree of industrialization and civilization. It is the natural order of economic and social development. During 30 years of reform and opening up, with the continuous development of socialist construction, the development of the urbanization process in China is fast. The number of cities is increasing and the area of city is rapidly expanding.In the process of rapid urbanization, because of a large number of rural collective land acquisitions, many farmers have become landless peasants. Although they are already in the booklet as "residents", they can not fully enjoy the social security of urban residents. They are free outside the system in the urban-rural dual structure, and belong to the special groups. Landless peasants'compensation is unable to meet pension after unemployment, health care and other practical problems. Although they enjoy all kinds of urbanization convenient life, they had to change the manner of life to bear the enormous cost of living. Landless peasants need a social security, which become a serious social problem to solve.In order to analyze the internal reasons, this paper examines the urbanization theory, property rights theory, and public economics as a theoretical basis. Article analyzes the current issue of farmers losing land acquisition and resettlement and compensation system deficiencies. Articles selected in Shanghai, Zhejiang and Guangdong, which are the economically developed regions of three representatives of the landless peasants to be more social security system, to analyze the pros and cons.Xiangcheng of Suzhou is set up near new, which mainly agriculture-based before 2001 because of its location factors. It did not experience the full development of the direct promotion of industrialization. Its downtown location element and streets to achieve a small town to big city transformed by leaps and bounds. City rapid expansion makes a large number of landless farmers. We should start from economic and social development of their own requirements, and after the acquisition of collective land to be properly resettled farmers, effectively protect the rights of landless peasants.
