Evaluation Of Effect Of The Forest Ownership's Reform On Sustainable Development

Collective forestry occupies 50% of all the forestry in China. Studying on collective forest sustainable management has of great practical significance. Fujian province, the key collective forest region in Southern China, in 2003, started the new reform of collective forest ownership which focused on "Clearing the property rights, Activating the management rights, Granting treatment rights, Insuring income rights" based on the experience and lessons in the former ones. It adjusted and improved the forestry management system and policy not suitable to socialism market economy, aroused the numerous peasants' enthusiasms of developing forestry, and gave a big influence on sustainable management of collective forest. In order to scientifically analyze the influence extent made by the reform of collective forest ownership on sustainable management of collective forest, objectively evaluate the active effect on sustainable management of collective forest, and further put forward some advice to perfect the reform, this paper takes Yong'an as a case to study "Analysis on Effect of the Forest Ownership' Reform on Sustainable Management".Based on establishing evaluation system of collective forest sustainable management, an integrated evaluation index is computed by means of qualitative elements given data, data standardized and hierarchy process for weight number. With significance analysis of average index from data collected before and after the reform, and analysis on the change trend of integrated evaluation index and related factors after reform, the results and conclusions are as follow: (1) The reform of forest ownership has obvious positive effect on sustainable management of collective forest. The index of collective forest sustainable management is raised 1.2663 than before. The effects of 33 elements on collective forest sustainable management were studied. The results show that 24 elements have a or obvious positive effect on sustainable management of collective forest, other 7 elements have no obvious driving effect, and only 2 elements have negative influence. (2) The effect of the collective forest's reform on ecological, economic and social system's sustainability are different The effect on economic sustainability is the most significant, the effect on social sustainability is in the second place and the effect on ecological sustainability is the least significant. (3) The positive effect of the reform on collective forest sustainable management will become more obvious as time goes on, the ability of collective forest sustainable management will go up as well.This paper did some explore on forest ownership reform's influence on collective forest sustainable management, established index evaluation system of collective forest sustainable management and did systematical evaluation on effect of forest ownership reform. The results can provide advice and reference for further perfecting reform of forest ownership and for further exploring effects of the reform of forest ownership on sustainable management of collective forest.
