Research On The Reform Effect Of WG Forestry Bureau In Jilin Forest Industry Group

The state of the economy structure adjustment, the requirements of forestry sustainable development and the fierce market competition at home and abroad, gave birth to the reform of state-owned forest industry enterprises in China. The forest industry bureau is the basic unit of state-owned forestry enterprises, but also the important subject in the field of restructuring, so it is particularly important to do a good job of its reform. Chinese state owned forestry enterprises reform is still at the stage of development. At present, most of domestic experts and scholars’ studies are based on the perspective of forest industry group and gives the conclusions in the policy level, empirical research also less. Jilin Forest Industry Group have made rema kable achievements in the tide of state-owned forestry industry enterprises reform. This paper takes WG Forestry Bureau in Jilin Forest Industry Group as the research object. Standing in the forest industry bureau point of view to study the reform effect of WG, and then sum up experience, try to harvest in seeking effective ways of restructuring the forestry bureau so that to provide suggestion for more future restructuring of the forest industry bureau.Firstly, the background and related research at home and abroad are introduced. Based on the study of property right system, the reform of forest right system, system and system change, forestry sustainable development theory, analyzes the driver of WG Forestry Bureau reform with the reform of Jilin Forest Industry Group as the background, and expounds WG reform from the aspect of restructuring objectives, basic strategy, the main measures and so on. Secondly, gives an empirical analysis to WG’s operational efficiency by using the DEA method. Through the comparison and analysis of the input-output efficiency before and after the reform, to evaluate the reform effect. Then, analysis of the main good effect after the restructuring of WG Forestry Bureau from the business ideas and business benefits two aspects. Through the combination of quantitative and qualitative、process and results analysis, the reform effect of WG have a more objective and comprehensive understanding. Finally, the WG Forestry Bureau reform pattern were analyzed and summarized, gives enlightenment of other forest industry bureaus’reform. On this basis, put forward countermeasures and suggestions for deepening the reform of WG Forestry Bureau.
