Construction Of Agricultural Information System In Gansu Province

With the furthering reform of market economy, a lot of changes have happened inGansu agricultural development, these changes have already greatly triggered aenormous needs to the information service and farmers desire for information eagerly,which have put forward to a set of specific requirements to the information service inrural area. Therefore, we must fully understand the harsh situation we are facing andthe vital role that information play in the process of agricultural competition, to set upa scientific and comprehensive and high-efficient and authorized agriculturalinformation system by introducing advanced experience and good methodology insideand outside of our nation, and wholly improve the ability and benchmark ofinformation service and to sustain the competitiveness of agricultural produce inGansu province.Based on looking up and taking the agricultural information construction andinformation system and relating outcomes for reference, This thesis expatiateded thenecessity of agro-information system construction and guiding ideology anddeveloping target taking the developing status of process of agricultural informationin Gansu into consideration; this paper designed the scheme to establish theagro-information net system; It also compared several building up models ofinformation service net which are carrying out in our province recently; the authoranalyzed the relationship between construction of agro-information system andagro-modernization and put forward to conterpart measures and suggestions tofacilitate the agro-information system construction in Gansu province.The main research outcomes of this paper include:Ⅰ. Author of this paper raised that a scientific, comprehensive, high-effectiveness andauthorized agro-information system need to be build up, application system as its corepart, exploitation and integration of information resource as its base, the informationtransfer net from provincial to township as its canier, the economic situation early-warning and market supervision and public information service as its majorfunctions.Ⅱ. The construction of ago-information net is a key point of agro-information systemin Gansu and important part of agro-information. According the present status ofagriculture and rural development in Gansu, the main contents of information net areto build up the platforms of agro-information service at various levels. At the sametime, the detailed circumstance and the gap between advanced and backward regionsshould taken into consideration. As for condition better regions, accelerateing thedevelopment; for average condition regions, catching up the others; for backwardregions, help them make solid base.Ⅲ.Compared the different information service models with local characteristics,analyzed its advantages and disadvantages in terms of information availability,coverage area, the quality and quantity of information, the cost, the public services,the worth of popularization and feasibility and etc to service the information demandsof different areas.Ⅳ.This paper consider that the construction of agro-information system is theinevitable requirements of modernization of ago-production, based on the researchon agro-information system, ago-process of information and agro-modernizationbecause the development of rural economy is closely linked with agro-modernization,and the main contents of agro-modernization at present is agro-process of information.The major task of agro-process of information is to construct the comprehensiveagro-information system. Therefor, the construction of agro-information system is theinevitable requirements of modernization agro-production.Ⅴ.The author put forward to a set of counterparts measures and suggestions onstrengthening the construction of agro-information system. We should adopt a serialof measures to guarantee the information system serve agriculture and farmerspertinently. They are: at the first place, we should educate and publicize theagro-infonnation related knowledge with our full force, to improve the awareness ofinformation and the ability of use information comprehensively; at the second point,we must strengthen the investment in agro-information and take the opportunity of implement "the golden programme of farmers"; thirdly, we should try our best to setup the related standardization of ago-information and carry it out in order to realizethe information sharing; fourthly, promote the suitability of ago-products informationaccording different type; finally we must continuously perfect our service function ofagro-information through strengthen the international exchange and cooperation withoutsides.
