With the development of economics and progress of science and technology, mankind made brilliant achievements at the same time is also facing resources, the environment, energy, a series of problems, including development. Facing with these problems, people have to carefully examine the relationship between the human and the nature again, seek the coordinated development between economics, society, environment and ecology. As a new development concept and pattern, sustainable development has been approved and accepted by most national government. The most important and basic sustainable development resource is land resource. As the carrier of all human activities, land resource is humanity's livelihood material base. So land sustainable use is the basic safeguard to realize the regional sustainable development strategies. Based on these, this paper draw on the most popular use of the measure sustainable development approach—ecological footprint analysis, to analyze and appraise the sustainable use of land resource in North-piedmont Economic Zone of Tianshan Mountains of Xinjiang.This paper gives a fairly comprehensive review and comments about the research of sustainable land resource use of the domestic and foreign countries, and elaborates the meaning of sustainable development; introduces the basic concept of"ecological footprint"in detail, and deeply analyze the calculated method and step of"ecological footprint".This paper analyses the"ecological footprint"of North-piedmont Economic Zone of Tianshan Mountains and its eight city-three county of the year 2005, in the research process this paper used the Excel software, and showed that the land resources is at unsustainable-use condition in North-piedmont Economic Zone of Tianshan Mountains in 2005. In order to reflect the dynamic developing process of land sustainable use, it also calculated the"ecological footprint"change situation of the core of North-piedmont Economic Zone of Tianshan Mountains—Urmqi-Changji Area from 1996 to 2005. Through calculating the model, it has carried on economy correlation analysis with such indicators as Ten thousand Yuan GDP"ecological footprint","ecological footprint"elasticity coefficient,"ecological footprint"multiplicity,"ecological footprint"development ability of the Urmqi-Changji Area, to prosperous its land utilization degree further. It analyzes land sustainable structure and the dynamic developing process of North-piedmont Economic Zone of the Tianshan Mountains from"ecological footprint"supply-demand structure, and temporal-spatial. The result indicates that the ecological deficit of North-piedmont Economic Zone of the Tianshan Mountains was increasing progressively year by year, and the land sustainable use is in the absolute ecology pressure, but at present had not hindered the speed of economy-growth.Through the appraisal and analysis above, according to the problems of land use in North-piedmont Economic Zone of Tianshan Mountains, and recommended the following measures and suggestions: (1) strengthening leadership and advocacy, to raise awareness of sustainable use of land in consciousness ; (2) the control population growth, improve the quality of the population; (3) strengthening macroeconomic regulation and control, rationally adjust the land use structure; (4) transform development strategy , improving energy use efficiency and reduce energy consumption; (5) change the way of people's production and living expense, establishing conservation-oriented consumer society .
