Ecological environment is the base of the survival of human-being and the development of society, and it's also the carrier of cities. The population of cities and the scale of using the land are extending now, so the consumption of resource is increasing. However, the resource and the environment bearing capacity is limited. In the Inland River Basin of northwest drought region of our country, owning to the fragility of ecological environment, the shortage of water resources and the little capacity of environment, the extending of city scale will aggravate the conflict between the supply and demand. Therefore, we must seek the development mode of cities base on ecological carrying capacity.My dissertation contains seven parts. The first part is preface to clarify the background, aim, meaning, logic and means of my dissertation. The second part contains the study summarize both here and abroad, and it also clean up the current study situation of the ecological carrying capacity, cities scale and the city scale of Inland River Basin national and international .The third part is the theory base of my dissertation, and it introduces the theory of ecological carrying capacity, city scale and sustainable development. The forth part is about the general situation of study region, it mainly about the physical geography and social economy of study region. The fifth part analyses the relationship between the ecological carrying capacity of Inland River Basin and city scale. Base on the appraise of sustainable development in LiangZhou district and the analyses of the relationship between the ecological carrying capacity and city scale, I find the ecological carrying capacity is the biggest bottleneck of the development of city scale. The sixth part calculates the ecological carrying capacity of LiangZhou district. After calculating, I found LiangZhou district can most bear the weight of 719 900 persons in 2005,but in fact ,there are 1 014 000 persons in LiangZhou district ,over loading 294 100 .The over loading ratio is 40.85 % ,It is forecasted that in 2010 LiangZhou district can most bear the weight of 767 500 persons, but in fact ,there will be 1 051 500 persons in LiangZhou district ,over loading 284 100.The over loading ratio is 37.03 % .In the seventh part ,I put forward the point that cities in Inland River Basin can take the road of connotation digging. People can upgrade the quality of urbanization via developing cycle economy, using water in reasonable means, building water conserving society, strengthening transfer of surplus labor force and promoting the development of ecological towns ,rather than extend the scale of city blindly.
