Strengthening the system of government employment services is important to increase the labor employment. Being the important means of government intervening and regulating the labor market, the government employment services can cover the shortage of the mechanisms of labor market well.In 2006, the Haishu district of Ningbo city firstly put the plan called "the system of employment project manager" in practice nationally. In the plan, the labor employment is treated as a project to organize and implement, through organizing and hiring the full-time staff to be the employment projects manager, collecting the resources of employment, and designing different employment programs according to different person, until the employee can work stably. The system effectively centralizes administrative resources and market resources as well as social resources, changing the traditional mode of employment services, and for promoting the mode of employment services, providing valuable experience on changing the role of government, increasing the powers and responsibilities of the community, and promoting civil participation. In short, the system has an important innovation and practical value.In order to promote the function of government employment services effectively, we must, firstly, positively change the functions of government and build a service-oriented government, at the same time, implement appropriate supervision and regulation; secondly, reconstruct the relation between government and society, and encourage the development of civil society; thirdly, make full use of market resources, and realize a high degree of information symmetry. Only through establishing the interactive system of government, society and market, can we really realize the innovation of government employment services.
