Informal employment is a new modle with high-flexibility and low-standardization that can absorb a large number of work forces but don't have formal labor relations. In China, as the traditional planned job placement system disintegrated and the duality of urban and rural labor market gradually taken off, this modle starts developing. The group of informal employed has become an important force in the labor market, and they have made enormous contributions to the city's economic development and people's livelihood. However there is a lack of employment security and it's the biggest social problem they faced. It needs our government's intervention to achieve a fair distribution of social resources.Under such a background this thesis started theoretical research, and was divided into five chapters. The introduction part mainly represented the background of this topic, the relative concepts, primary views and innovation points. Chapter 2 discoursed upon the theoretical base of the informal employed's employment security system's construction, including literature review and theoretical basis of this study.Chaper 3 introduced our government policy's actuality of employment security, and then analyzed the achievements and problems existed. For numerous informal employees who are at vulnerable economic status, the center and local governments took a variety of measures to provide basic social security. Especially some developed areas established the social insurance system in the innovative way fit for the informal employed, in a certain extent that protects the basic rights and interests of the group and is conducive to the stability of China's employment situation. But generally speaking, the existing employment measures and social security policies have not yet formed a perfect protection system that can exert full policy effectiveness, and cannot meet the unique needs of this group. Some measures can't achieve the aims of promoting employment and safeguarding the rights and interests in the implementation, and even are taken to present deviation. All of these will be obstacles to the healthy development of informal employment.Chaper 4 is the major innovation one. Based on the objectives-matching theory it analyzed informal employment group's characteristics and their demands summarized from other scholars' researches and views, in accordance with how to build employment security system and choose appropriate measures can be determined. After analysis, this thesis believes that in order to provide employment security, it is necessary to identify the concept of "employment-priority, livelihood-oriented" to be tenet, take the group's characteristics and security demands as the starting point, regard the entire employment process as protective objects. Then the security projects of pre-employed, employed and develop-oriented can be designed, and a compatible system with fully effectiveness can be created.In the last part this paper gave some conclusions and reflection of informal employment security system's construction.
