A Systematic Study Of Chen Zhou Rural Endowment Insurance

China is currently changing from a traditional agricultural society into a modern one. Rural residents, compared with urban residents enjoying a relatively perfect system of social security, are seriously concerned with problems, such as inadequate investment from government, higher rate of aging , lack of social security.This article has presented analysises and views about features, functions and problem of rural current endowment insurance, and revealed inherent relationships between features , functions and problems. Under the economic and social condition of present China , endowment should be guided by the combination of traditional model and modern model, and guided by policy and nonpublicy, which interact one another and form an organic system of endowment insurance.Based on actual situation of ChenZhou , the article has made an analysis about three key issues of endowment insurance, i.e. capital demand, service structure and environment, meanwhile with solutions to these three issues , focusing on how local government shall take more effort to build a public system of budget, and invest more in rural utilities and social insurance.At last, aiming at the current situation that endowment insurance from government for rural areas is heavily rare, we have adopted the four following policies, that is , enlarging policy input, improving local legislation, enforcing the media guide and perfecting organic system.
