Along with the world economics integration and globalization tendency intensifying, it is inevitable to establish economy system oriented market which conforms to our socialism country. Under the economy system, all kinds of resources are assigned through market. Human resources is one kind of important enterprise resources, therefore the development and the consummation of the talented person market are important symbols of the market economy. The talented person market takes human resource flowing as the premise, the society human resources flowing realizes society whole optimization disposition through the market. But as well known, the social whole optimization disposition does not represent the single enterprise to be able to be optimized. Some concrete enterprises may obtain talented person through the personnel market, but if manages bad, it is possible to lose the personnel which the enterprise are needed. Therefore, the management of the staff mobile is a important topic of business management.This article embarks from the staff mobile meaning, then shows each kind of type the staff mobile, analyzes all influences of staff mobile on the enterprise . The staff mobile of the enterprise has the negative effects, at the same time, has positive ones.After embarking from the transformation model of staff demand , motive and behavior and the level demand theory of MasLuo, establishes the satisfaction model of staff degree, and discusses how to understood staff degree of satisfaction through the diagnosis.Through analysing all kinds of factors which cause the staff flowing, points out the staff degree of satisfaction is the decision function which causes the staff to flow. So if we want to avoid brain drain we shall have to enhance the staff degree of satisfaction. Certainly, to enhance the staff degree of satisfaction needs the cost, therefore the organization must avoid the invalid degree of satisfaction.Finally elaborates the warning and restraint mechanism of the staff flowing.
