Study Of Building Resource-conserving Society In Shandong Province

Shandong province is facing with the conflict between economic growing in a high speed with limited capability of environment. Building resource-conserving society is a strategic policy for economic development and an exigent mission. This paper started from the meaning of resource-conserving society and analyzed the basal condition to build resource-conserving society. This paper conceived index system for resource-conserving society evaluation and valued the level of Shandong province's resource-conserving society development in transverse and lengthways aspects. Some suggestions to improve and heighten the level of resource-conserving society were gaven in the end. The whole paper is composed of 5 parts.The first part is the introduction. In this part, the paper summarized the meaning of resource-conserving society, the significance of this research, the domestic and international research status of the research. academic base of resource-conserving society was point out.The second part is the basal condition to build resource-conserving society. This paper analyzed the basal condition from physical resources, economical resources, social development status and technological status. In this paper physical resources include water resources, land resources, mineral resources, forest resources and climate resources. Economical resource is composed of economical gross, economical structure and economical benefit. Social development status was analyzed in resource-conserving notion and saving consciousness.The third part conceived index system for resource-conserving society evaluation. Based on principles of whole, pertinency, application, maneuverability and dynamic, this paper gave 52 indicators index for resource-conserving society evaluation in four aspect. These are economy-conserving index, society-conserving index, technology-supporting index and environment-supporting index. Then this paper gave a simple standardization of index system.The fourth part is the core of this paper. In this part, this paper valued the level of Shandong province's resource-conserving society development in transverse and lengthways aspects. First, the level of Shandong province's resource-conserving society development, from 2001 to 2005, and the development track of economy-conserving index, society-conserving index, technology-supporting index and environment-supporting index were obtained through Fuzzy Comprehensive Evaluation. Second, the 17 cities in Shandong province clustering were given through Ariticial Neural Netwoks and 4 genuses appear. Third, the resource-conserving society development level of Bohai Sea Region were obtained through Fuzzy Comprehensive Evaluation. The problems of Shandong province in resource-conserving society development were put forward in the end.The fifth part is some suggestions about how to improve resource-conserving society. This paper provided some suggestions. Those are advance circular economic developing, buildup saving consciousness and enhance saving social developing, expedite technology progress, improve and heighten environment supporting level.
