International Comparative Study On Exportation Trade Management

Since China entered into WTO, the exportation trade has been increasing significantly. However, the current situation of China's exportation trade is not optimistic. First, foreign anti-dumping and safeguard measures mushroom continually; Secondly, exports are suffering high levels of technical barriers; the voice of resisting the cheap Chinese goods has been roaring; and incidents of trade terrorism break out frequently. This development has not only demonstrated a much worse international environment in which China attempts to develop its exportation trade, but reflected the lagging of China's management on exportation trade. By comparing the practical matters and experiences in exportation management in the United States, Japan and other developed countries, it reveals that there exist lots of problems both in institution and practice in China. This research takes it as the background and theme in attempt to a comprehensive and systematic analysis on the theoretical and practical issues of exportation management in current China and especially after joining WTO.This thesis uses comparative analysis and case study approaches on the basis of analyzing trade management theory, strategic trade theory, it puts forward the analytical framework of the exporting trade management which are defined into four parts: exporting procedure management, exporting remedy management, export controls and export promotion according to the functions of exporting trade management.This thesis appears with six chapters. Chapter one elaborates the background and significance of the research on exporting trade management, and develops the research scope and methods. In chapter two, it creates the concept of exporting trade management, and reviews on related theoretical basis of exporting trade management. Chapter three explains the meaning of exporting trade procedure management, and introduces the main policies and measures in China. from the aspects of competition management and exporting procedure management. Finally, it compares Customs clearance management and identifies the gap with developed countries. Chapter four analyzes the meaning of exporting remedy management and the management scope, and then it carries out an international comparison analysis on the main measures——foreign trade investigations and pre-warning information system for exportation. Chapter five defines the export control; conducts comparative studies on the export control system in China and the United States. And it puts forward Strategies against the United States'technology export controls to China. Chapter six defines exporting promotion; clarifies the major policies and measures in promoting exports in China, and makes an international comparison on export credit insurance and export tax rebates.
