Exploration On The Strategy Of City Management Of Continuable Development

City management is a new operative mode of city development, in which the government, playing the role of investment and production and taking advantage of market mechanism, capitalizes the manageable resources in cities, so that the capacity, structure and order of collocation of social resources can be optimized, the multiple goals of economic, social and environmental benefits can be attained. With funds accumulated by itself and recycled, benign circulation and value of cities achieved, both the tangible and intangible assets of cities will remain inflation proof and gain increment. The concept of city management meets the requirements of market economy for the intrinsic operative mechanism of city development and the effective utilization of its economic value. During the development of modern cities, as the extension and progress of city administration, city management is richer in its meaning. Every city has its unique characteristics, hence the different management modes in different cities.This paper deals with the theory connotation, characteristics and operative mode of city management of continuable development and the problems in the present city management in China, with the successful experience of city management of continuable development in other countries for reference and the analysis and research done with regard to the cases of city management of continuable development in the economic transition of resource city in Liaoyuan, aiming to illuminate that the mode of city management not only has to conform with the developmental laws of market economy, but also with the characteristics of cities. With city management, city functions and image can be enhanced, and a set of material systems, management concepts and operative modes can be established, making the three goals of economy, society and ecology more and more coordinative, the competitiveness of city improved and continuable development realized.
