The traditional project cost control method only analyzes deviation aiming at single cost factor. It can not reflect the close relations among schedule, quality and cost effectively. And this technique cannot report the controlling conditions of the key factors in the cost control dynamically and timely. As a result, the project tends to be out of control, even failure. Therefore it is necessary to seek a method which can integrated control the key factors of project cost control.Based on the analysis of close relations among schedule, quality and cost, this research gives the definition of integrated factors in project cost control. With the application of Earned Value Management principle, a kind of cost and schedule integrated control methods, and index analysis theory, this paper proposes a solution towards the problem that factors' integration is not comprehensive. Then from the ideas of Earned Value Management, it builds a technique of project total factors cost control by introducing a parameter named "Budgeted Cost for Resource Performed". Moreover, the detailed descriptions of definitions and computational formulae of the basic parameters, interrelated indicators are given. So do the specific procedures and measures.Because the influences on project caused by any factors' change can be reflected in the cost fluctuation while project pursuing benefits maximum, the solution presents an idea that project teams should carry on the integration control mainly based on the cost, regardless how many other factors existing. The total factors cost control technique can reflect the quality factor's influence on the total cost through the new intermediate variable. Consequently the cost, schedule and quality can be integrated controlled in the progress of project. Through applying analysis of Zhaogu construction project, we demonstrate the validity and feasibility of the technique in this paper in controlling of project performance.
