| As an advanced management model, Partnering has been appliedsuccessfully in construction field in some countries in the occident, while in mainlandof China it is still in the stage of theory study.Partnering takes honest and good faith as a given and is characterized with trust,cooperation, communication, share and incentive mechanism. It changes competitionbetween participants in process of project implementation into coexistence relation so asto realize multi-win. This paper centred about the maturity of introducing Partneringinto China. Firstly, analyzes the theory basis of partnering from economics and designsan operational process with sound operationality and expatiates on its detail contents.Secondly, on the basis of analysis at aspects of organizational characteristics of marketorganizations, supervision system of construction market and related laws andregulations, social culture of construction development, this paper summarizessuccessful experience of partnering applied in developed countries. Thirdly, accordingto analysis of characteristics of construction market in mainland of China, relatedconstruction laws and regulations and social culture, the paper summarizes factors thatadvantageous and disadvantageous to development of partnering in China. Finally, onthe basis of comparison between China and developed countries, this paper introducedin Data Envelopment Analysis to model efficiency evaluation of partnering applied inconstruction field in China. And at the same time the paper brings forwards somesuggestions of partnering application in China.The paper thinks that China enjoys a culture-endowed advantage in developingpartnering, but there are still many obstacles at aspects of market condition and lawsand regulations, especially unsound good-faith system, and that on existing conditionswe should have suited relevant hardware to practice partnering in China. So in thispaper, practicing partnering into China has a limited prospect at present. |
