The Realization And Management Of Public Information Service Based On 3G

The fast development of computer technique , communication technique and internet technique currently pushes forward the information process of the society completely, the public information service of the our country has also been enriched and developed. Along with the establishment of market economy system and the change of government function, the government must act positively in information service as the biggest owner of social information resources to insure the authority, timely, universality of the public information service. The government provides public information service and makes public information delivered toward the public in time and accurately. It can promote the development of democratic politics and the government efficiency. This thesis mainly concentrates on the position of the government in public information service and how to use the third generation technique-3G to provide public information service. The current public information service media, for example, newspaper, magazine, television, broadcast, network have shortcoming in information service. By introducing 3G, this thesis emphasizes its superiority, surpassing the obstacle of time and space, extending the service scope and raising the quality of the information service. This thesis is not aimed at criticizing the existing public information service methods, but complementing the existing information service methods by introducing 3G. It is expected to extend the mode, widen the scope, raise the quantity and the efficiency of the public information service.The thesis firstly elaborates the theory and content of information, public information, public service and the public information service, and then elaborates the position, function and significance of the government in the public information. Then by introducing 3G and elaborating its technique and operation, the point of view that 3G will take active part in public information service is made. According to the investigation of Ministry of Education Information Center, Ministry of Labor and Social Security Information Center and Ministry of Personnel Information Center in the form of structural interview and collecting material, this thesis sums up the present condition of government public information service in our country, including the accomplishment, shortcoming and improvement. 3G can make up the deficiency of current information service in the sides of open information information service mode and digital gap. Finally it establishes the public information service system based on 3G, elaborates that 3G promotes the development of the mobile government affairs, provides the capacious stage for the public information service in the our country.
