Mining resourced-based towns is a key component ofresourced-based cities. Their survival and development depend on greatattention and scientific decisions of the government. Mining towns haveever made great achievements in building us the whole industry andnational economy system for China. They also have made greatcontributions to providing raw materials, promoting the economydevelopment and urbanization course and improving comprehensivenational strength for China. Nowadays, more and more mining townstend to be in survival crisis, which cannot be solved by a miningenterprise, a city and local government. China should attach importanceto the mining towns' sustainable development from the strategicperspective.The author takes Songbai, Changning of Hunan Province as anexample, which is a typical mining town where Shuikoushan Non-ferrousCo. Ltd is located. According to the field investigation arid survey, aftergiving a true-to-life presentation of the existing predicaments, the authorgoes deeper into the causes of existing predicaments for the mining townand proposes some respective strategies on the level of government. Andthey can act as references for the existence and development of othermining towns, especially those in their prime time.Making a comprehensive survey of the study at home and abroad, we can find few focused on the development of mining towns on the levelof government. This is why the author attempts to explore the theme. Thisdissertation consists of five parts: Introduction is used to describe andcomment on the study of mining cities and towns at home and abroad; InPart Two, the author mainly analyzes the condition about the Chinesemining resourced-based towns and suggests normalizing the governmentfunction with a view to the idea of sustainable development to realize the sustainable development in the whole society; In Part Three, the authorgives an authentic presentation of the existing predicaments for miningtowns after field investigations; In Part Four, the author analyzes andexpounds the existing predicaments for mining towns on the level of thenation's macro policies and management systems; Finally, the authorsdemonstrates the government's role in the development of mining townson the macro and micro levels separately. On the macro level, the nationshould give the mining towns some strategic guidance in the development, supports of policies in funds, industry and environmental protection, andform a dynamic warning system for the mining towns. On the micro level, the local governments are supposed to carry out its own construction, shift its functions and speeds up the process of making a service-offeringgovernment so as to provide favorable conditions and environments forthe development of mining towns hence to make their developmentsustainable.
