Poverty Occurrence Mechanism In Rural China And Government Control Mechanism

After reform and opening up for 20 years, China has entered the building a well-off society. Vast rural areas has been basically solved the food and clothing problems, the rural poverty-relief work has also been made notable achievements, and it has been forcefully promoting the national economic development and social stability. However, rural poverty is still a big program which plagued the social development and stability.In China, rural poverty is not only the poor farmers, but it's also a key program which could affect the further development of China. Therefore, the Chinese government has given great attention to rural poverty, and brought it into the socialist harmonious society building. Now, China's rural poverty-relief work has entered the crucial stage; Meanwhile, China's urban and rural markets have become saturated, and international competition has continued to increase, therefore, the prosperity of the rural market will further China's economic takeoff. Therefore, solving the problem of rural poverty has an extremely realistic significance. To thoroughly solve the problems of rural poverty, reduce the rural impoverished population, we must clearly understand the basic causes of rural poverty. This is also one of the purposes of this research; it is to reveal China's rural poverty mechanism; after the occur mechanism of poverty analysis, this paper forms the practicable government control mechanism from the macro and micro aspects, which could improvement of the situation of the rural poor.The study of this article is based on the rural poverty theory and the relevant research. The article is according to various existing material which can reflect the rural poor, with the field investigation, and uses the econometrics, institutional economics, management and other related theory and methods. It thorough analyzes China's rural poverty situation, and has the initial understanding of the causes of China's rural poverty. It studies the deep-rooted reasons of China's rural poverty from the system. It also uses econometric tools to analyze the economic factors of China's rural poor. After these, the article gets the conclusions:1. Based on the study of China's rural poverty characteristic, this article gets that the poor production and living conditions is an important factor which is causing the rural poverty, but it is not the only reason.2. Based on the analysis of system, this article gets that the system is the key reason of the rural poverty. System deficiencies of rural causes the peasantry's benefit flaw in land tenancy, education, medical care, social security, financial payments, and other sides, it's also the deep-seated reasons, which contributes to the excessive burden of peasantry in the areas of education, health care, social security, taxation and so on.3. Based on the empirical analysis and case analysis, this article gets that the poor of agricultural infrastructure, infrastructure of rural life and rural health facilities is the main reason rural poverty, and rural education has a very high level of interdependence with the rural poor, and the backwardness rural social security also has a closely relation with the rural poor.4. To solve the rural poverty, the state must give adequate support in the system policy formulation and implementation, and get rural infrastructure construction, public health undertakings, and rural education and social security undertakings on the key position.Last, the article gets the government control mechanism from the macro and micro aspects, which could improvement of the situation of the rural poor.
