The Research On Anti-poverty Standard Mechanism Of Rural Region Of Northwest China

Since the reforming and opening policy, the anti- poverty project of China has obtained a world-wide focused achievement, by end of 2005, the rural poor population of China has reduced to from 250,000,000 of 1978 to 23,650,000, and the occurrence rate of poverty has descended from 30% to 2.5%.Entered into 21 century, with the overall growth of our economy and the continuous change of internal and external environment, there appears some new circumstances and problems with the rural anti-poverty project of china :the reducing speed of the poor population gets obvious slow, and a big part of the remaining rural poor population are concentrating on the northwest China, in which the ecosystem and natural environment is week and lean ,such as Shan'xi ,Gansu,Qinghai,Ningxia,Neimeng and Xinjiang province and autonomous region . In the social progress of building Harmonious Socialism, the poverty reduction problem of these regions deserves our concentration.Looking the society as a system, the existence of the unharmonious factors is absolute, what is important is forming a dynamic and evaluative mechanism and making the society orient and regulated the several of varieties and perturbations by itself. The existence of northwest rural poverty problem is exactly the unharmonious factor of the social system nowadays. Therefore, building an anti-poverty mechanism as a part of harmonious mechanism is the necessary request of evaluating from unharmonious to harmony of harmonious system ,at a same time, it is also a inside request that Harmonious Socialism take fairness and justice as its concept of value. The standard mechanism of anti-poverty is the important constitute of the anti-poverty mechanism, and this thesis carries a research on the standard mechanism of anti-poverty in rural poor region of northwest China, from the angle of setting up mechanism of anti-poverty. On the base of evaluating the current situation of our rural anti-poverty mechanism, thesis uses for reference of Entitlement Approach designed by Amartya Sen and makes a E-mapping analysis on the poverty problem of rural regions of northwest China, proposes that the anti-poverty standard mechanism of northwest rural regions should include three main portions: the anti-poverty policies, the responsibility institution, the laws and standards. Through the research and analysis on these three parts, wishes that provide a principal way of thinking and theories basis for the anti-poverty practice of this region.
