The aim of this article is discuss how to build the west rural areas'human resources accumulation mechanism, which will suit for the west rural areas'development, thus all of the things can be go on a good circulation. The sense of this article is like this: analysis the present situations of west rural areas, about their quantity, their quality,such as the years of their education , the health. From these analysis I want to find the deep reasons of the poor quality of west rural areas'human resources, and then I use the common theory on human resources to find ways on this problem. That is the education--both the primer education and the career professional education, this is the vital means to improve the west rural areas human resources.The article talk about the importance of the west areas in the process of building of new rural areas, and also in the process of the country's whole development. Agriculture is the most important part in the whole economy, so it's development is the base of other industries.
