In knowledge economy era when knowledge innovation,technology innovation and industry innovation was accelerating, the quantity,quality and creativity of talent resource is the jetton to win in the international economic competition, and talent resource becomes a kind of strategic resource to affect whole and perennial development of nations,regions and organizations. Facing the intense competition of talent, it is important to Hebei province to exploit the talent resource especially in enterprise, build talent mechanism with originality, and consider how to foster,attract and employ the talent in enterprise.This thesis bases on the theory about human capital to economic growth and human resource management, uses successful talent strategy of famous enterprise at home and abroad for reference, conforms to the standard of"expert talent", analyses the situation of talent resource in enterprise of Hebei province through lots of data and charts, estimates the contribution rate of the talent capital to economic growth by virtue of the two models: internal-effect model and external-effect model. Lastly this thesis puts forward a few counter-measures and proposals which grounding on the conclusion that the talent in enterprise of Hebei province is large in quantity but low in quality, the contribution rate of talent capital to economic growth is lower than physical capital but higher than physical capital in margin, on the estimated demand of talent and circumstance of talent resource.
