Talent is the most important and scarce strategic resource in the company,and the is a necessary part of the integral strategies of the company, which aims to guarantee talent security to establish and keep the core competitiveness of company, to promote the realization for the whole company strategy .Based on literature review, in accordance with Yantai Wanhua Polyurethane Co., Ltd. (hereinafter referred to as "Yantai Wanhua Company") the overall strategy , integrating theory with practice, Yantai Wanhua development of their talents are analyzed carefully by some research methods such as literature research, the survey interview, contrast, data analysis. According to the company's overall strategy and the external environment, the contents of talent development strategy are studied, which main idea is to cultivate a world-class professionals and talents and to create the best environment, on the base of Yantai Wanhua talent quality model according to the company's demand for talents with the internationalization and expansion stage of the industrial chain, by the actions of cultivating back-up staff, detailing the performance management system, developing an effective system of incentive pay and fringe benefits。The establishment of talent competence model and Back-up talent training are studied thoroughly. Talent competence model is the foundation and standards for selection and cultivation of company's talents, and it is a company's core values and a concentrated expression of business needs. The model is discussed on such three facets as general competence model, transfer competence model and professional competence model. The model is refined by BEI method from such five sequences as sales, R & D, production, finance and human resources.Back-up talent training is an important measure in Yantai Wanhua Company. The necessity for back-up talent training, principles and key links are analyzed and studied thoroughly. Reserve officers as a "double-edged sword", if the maturity is not an effective staff development to retain and use, will give the company a loss. The notices and preventions of back-up staff development are pointed out.In this paper, Yantai Wanhua company's current status of performance management is showed, current problems are discussed and the value-added parts of personnel training are analyzed, the recommendations are given.The pay system, which is researched, which has external competitiveness and internal equity, which provides effective protection of personnel training and development.Enterprise culture is the foundation of a company. Considering the current situation of the group structure and serious "self-centered thinking of" in Yantai Wanhua companies, The cross-boundary, cross-sectoral cultural construction's influence on talent training is concerned, as well as the culture-building measures.
