On April 4,2018,the U.S.government issued a list of goods to be levied on tariffs,which would impose a 25 percent tariff on the 1333 kinds of goods exported to the United States.On April 5,2018,President of the United States required additional tariffs on goods imported to China worthy of $100 billion according to the "301 investigation" and to question the intellectual property rights in China and the mergers and acquisitions of high-tech fields of Chinese enterprises.Domestically,from the production factor-driven,investment-driven to innovation-driven economic development put forward the pressing need to innovation,China's economy driven by production factors,investment drive towards innovation drive is around the corner,innovation isan important driven factor to keep the national economy sustained growth.With the transformation of China's economic growth pattern,the role of science and technology in leading economic and social development will become stronger and stronger.Both countries and regions need to strengthen innovation capacity based on science and technology resources.According to the national key science and technology resources survey from 2011 to 2014 as well as the national statistical yearbook,the paper first use Herfindahl index to quantitatively described the unbalance of innovation activities of the national key science and technology resources;Secondly,the paper use network DEA method to empirically analysis the key support roles in the development of science and technology resources of regional innovation of Chinese provinces from 2012 to 2014,result has shown that national key scientific and technological resources supporting the development of regional innovation depends not only on the key resources of science and technology innovation,production stage,but also subject to science and technology resources to support regional innovation development stage.The supporting role of key scientific and technological resources still has a large space to improve,and 70%of the province's innovation achievements need to be improved.The mean value of efficiency of phase I is 0.886,phase II efficiency mean value is 0.448,various provinces'efficiency are higher,but the innovation achievements transformation ability is weak.The main reason for the low overall efficiency is the low efficiency of the second stage.By calculating the optimal intermediate output,it indicates that the key technology resources in China is not optimized.Final Moran's I have shown that there is no absolute convergence,corresponding suggestions are given:1.In view of the overall regional innovation efficiency is low,mainly due to undeveloped provinces,government should make policies to attract innovative talents;2.The transformation of innovation results is restricted,and suggestions are given from the perspectives of government,enterprises,entrepreneurs and markets.3.To build an open technology trading system and strengthen exchanges and cooperation between universities and scientific research institutions for the lack of optimal allocation of innovative resources.
