Land is the most important physical basis of human being's existence and social development. Land sustainable utilization is an essential aspect to the sustainable development of human society since it acts as a hinge in interrelation among population,resource and environment.With the growth of the population and the rapid development of the economic construction in our country, the demands for land of all departments of national economy have been increasing continuously, and the contradiction between the people and land resource has become more and more sharp. Thus, how to rationally utilize and distribute the limited land resource is the most important issue for area's sustainable development.This paper regards the tenth agricultural division as studying area, 2004 as annual base period. At first, the essential feature and existing problem of the land resource in the tenth agricultural division were analyzed qualitatively according to the area's current situation of land use structure. Then, the population, per unit area yield, the demand of land, revenue coefficient, resource constrains are predicted according to the tenth agricultural division's data over the past years(1996-2004) by applying the predicting model of average growth rate, linear regression and GM(1,1), and the mean value of these forcasting method is forcasting value of 2010.Based on this, the grey linear programming model(GLP) was set up, and the land use structure was optimized with 12 variables set up according to feature of the land sources, the demand of society and economy development, management custom and development direction in the future of the county, the maneuverability of relevant data was considered comprehensive as well. To embody the principles of high benefit and low cost of land use and the optimal collocation of land resources, the upper limit, lower limit and median of the constraint parameters were adopted separately and calculated by applying the grey liner programming, and three optional schemes were constructed to the ultimate. Then, AHP was applied.to optimize those schemes ,and the optimum scheme of land use structure of the tenth agricultural division was obtainedHere is the optimized result: the area of cultivated land, garden land, forest land, grazing land,aquacul- ture, city, town village as well as industrial and mining land ,traffic Land, water conservancy facilities and unused Land should to be adjusted from12.89:0.086:5.06:22.43:1.78:4.40:0.43:1.15:0.768:1.832:0.093: 49.06 in 2004 to 13.96:0.52:8.00:22.44:1.91:4.64:0.41:1.18:0.65:1.91:0.21:44.17 in 2010.Only in this way, the land resources can be collocated rationally, the ecological, economy and social benefit of land use can be exerted to the optimization, the sustainable development of land resources can be realized of the tenth agricultural division.
