The 21st century is characteristic of knowledge-based economy, which is also full of challenges and opportunities. Under the huge competitive pressure, to win in the reform and satisfy both the demands of inner and exterior customers, keep its monopoly status even the competitive advantage, the state-owned enterprises will have to improve their competence by attracting, developing and retaining key talents so as to achieve long-term development. This thesis used method of comparison research, and adopted the way of combining theories research with demonstration research. On the basis of intellectual capital theory, the study put forward procedure control model through the analysis of the relationship between strategic human resource management and enterprise competition ability. Considering present condition of human resource management, this paper concretely analyzed the related factors of human resource management that lead to the behindhand competence, and then advanced pertinent suggestions and countermeasures about the exploitation and development of key talents from the angle of strategic human resource management by referring to the procedure control model. In addition, this text attributed the lag of human resource management to the management and exertion of intellectual capital .Although this problem was explained from the point of intellectual capital, actually it was highly consistent with the essential requests of strategic human resource management. So this conclusion is also an important conclusion of this article.
