Currently the social economy and technical development experience severe transformation, which brings great changes in the inside and outside environments of organizations, at the same time it brings challenges to the human resource management, the challenges are represented in the followings: 1. In the global competition environment, to upgrade origination performance to get continuous competition advantages and to maintain or develop human capital, organizations attached more importance to the human capital;2. As the development of information technology human capital could perform more importance. In the knowledge economy era, it is getting apparent that the human resources are the decisive element in building organization's core competition; 3. It brings new challenges to the human resource management as the personal demand and value concept is getting multiple, it should be solved soon to manage multiple personnel and maintain good organization relationship. Strategic human resource management thinks that the human resource management should be upgraded to the height of organization strategy, in order to fit the change of market environment and infiltrate the business management process, to impel the development of organization through transformation which hastens stratagem execution.In this article, it studied and analyzed the current theory of strategic human resource management, put forward an application framework of the strategic human resource management, did a actual application study and basic management research and analyzed the strategy and business model and brought forward the thoughts & tactics & practical methods based on the chose implemented samples, it also built a strategic human resource management system framework of the studied sample and the basic operation methods of kinds of functional modules. Through tracking the real implementation and its effect of strategic human resource management system and analyzing and discussing the performance, it put forward the related suggestion according to the problems appeared in the implementation.
