By the end of the year 2006, there are 271 cities which had been entitled as "theExcellent Chinese Tour City",the number has surpassed one third of the total numberof the national cities. Statistics have indicated that the economic output of theexcellent tour city had taken about 85% of that of the nation. They have become thekey point and the strength to promote the tourism of our country, the backbone torealize the goal of powerful tour nation in the world. But under the fast developmenttendency, there are also some wrong areas and unbalanced phenomenon: First, on thewhole, it is a serious phenomenon that the development of the city tourism isunbalanced among the group of the excellent tour city, except some well-known hotspots excellent tour cities, there are also a lot of excellent tour cities which are "warmbut not hot", and most of the theory and practice work focus on the famous ones,while the latter are little referred; Second, many excellent tour cities don't have citytourism, their development pattern is the collection center and the scenic spot, but nottake the city itself as a central destination, and this phenomenon is conspicuous in thewarm spot excellent tour cities; Third, at present in the theory and practice work ofthe region tourism cooperation, the phenomenon that the strong unite with the strongis mainly concerned, while the phenomenon that the strong unite with the weak or theweak unite with the weak are little referred, the warm spot cities and area benefitrelatively limited in the course of the region tourism cooperation.Therefore, the article focuses on "the warm spot" in the group of the excellenttour city, proposes the concept of the excellent tour city, and discusses the promotionand development in the background of the region tourism cooperation, in order toachieve some innovation and breakthrough. At the same time, the author also hopethat more attention could be paid to the warm spot tour city and area.The article are divided into five sections in the structure:The first part is the foreword, it mainly introduces related research background,for example the proposal of "the excellent tour city", the development of the regiontourism cooperation in our country. At the same time, the article analyses the related research achievement by the domestic and the foreign scholars. Then, it points out thegoal, the significance, the framework of the article.The second part is the introduction of the theoretical foundation, there are thetheory of the location (tourism center),the growth pole and the "core-edge".In the third part, it gives the limits to the concept of the warm spot excellent tourcity, the qualitative description about the warm spot excellent tour city, mainly fromthe aspects of the influence, the number of the tourist, the economic effect, theindustrial position. Next, comparing with the LQ (location quotient) scale of theleading excellent tour cities, it limits the scope of the LQ about the warm spotexcellent tour city, and takes it as a quantitative character of the warm spot excellenttour city, and it is also a basis to identify and choose the warm spot excellent tourcities. Then, on the foundation of the present research and the practice of the warmspot excellent tour city, the article divides the warm spot excellent tour city into threetypes: the one whose economic condition is inferior, the one whose resource conditionis inferior, the one whose location condition is inferior.In the fourth part, regarding the promotion and development of the warm spotexcellent tour city, the article proposes the development pattern "up-and-down unit,four-sides drive". "up-and-down unit" means that the promotion and development ofthe city tourism must find the aid of the region tourism cooperation. On the one hand,the warm spot excellent tour city must look upward, find the aid of the long-rangeregion cooperation or ascendant area. On the other hand, they must look downwardand around, carry on the cooperation with the warm, and the cold, that is to unite withother warm spot tour cities, scenic spot and village tourism spot nearby. In the systemof "four-sides drive", combining with the background of the region tourismcooperation, it seeks the impulse from the system of the demand, supply, support andintermediary, in order to establish a comprehensive promotion mechanism.In the fifth section, it takes Hefei as the example to discuss the operative strategyof the development and promotion to the warm spot excellent tour city. As Hefei is thefirst national entitled "the Excellent Chinese Tour City", but the development of itstourism is "warm but not hat" all the time. It can be confirmed that Hefei is a typical warm spot excellent tour city by the SWOT analysis about its tourism and the conceptdescription in the preceding text.
